Snow Removal Financial Assistance Program Application

Introduction

The Town offers a Snow Removal Assistance program to support eligible low-income older adults (65+), older adults 75+, and low-income persons with disabilities to safely access their private driveways, stairs and walkways during various winter weather events. The Town will provide assistance in the form of a financial grant to qualified applicants to support the purchase of snow removal services. Residents will receive a maximum rebate of $500.

Eligibility
For Low-Income older adults (65+) to qualify, you must:

Be 65 years of age or older by the date of the application; and
Receive the monthly qualified Guaranteed Income Supplement (GIS) under Part II of the Old Age Security Act; and
Be responsible for the removal of snow from your own property and do not live in a condominium or apartment dwelling whereby all snow removal is the direct responsibility of the condominium or property management corporation, and
Confirm that no able-bodied persons capable of removing snow from the property reside at the address of application; and
Have signed/ agreed to the Snow Removal Financial Assistance Program Waiver.

For Older Adults aged 75+ to qualify, you must:

Be 75 years of age by the date of application; and
Be responsible for the removal of snow from own property, and do not live in a condominium or apartment dwelling whereby all snow removal is the direct responsibility of the condominium or property management corporation; and
Confirm that no able-bodied persons under the age of 65 capable of removing snow from the property reside at the address of application; and
Have signed/agreed to the Snow Removal Financial Assistance Program Waiver.

For low-income persons with disabilities to qualify, you must:

Be younger than 65 years of age by the date of the application; and
Receive benefits under the Ontario Disability Support Program Act; and
Be responsible for the removal of snow from your own property and do not live in a condominium or apartment dwelling whereby all snow removal is the direct responsibility of the condominium or property management corporation, and
Confirm that no able-bodied persons capable of removing snow from the property reside at the address of application; and
Have signed/ agreed to the Snow Removal Financial Assistance Program Waiver.

Please note that all applicants must be either an eligible older adult (65+) or eligible person with disabilities or their spouse. Properties under other ownerships are not eligible for this rebate program.

This Snow Removal Financial Assistance rebate, where allowed, will be an outright grant made by the Town and will not entail repayment of any kind.

Please have a digital copy of either the Guaranteed Income Supplement (GIS) eligibility letter from Service Canada or the O.D.S.P. benefit statement from the Ministry of Community and Social Services or proof of age via acceptable proof of age documents: Ontario Photo Card, Birth Certificate, Passport, Driver’s License.

Waiver

I/We have carefully read the description of the grant for which I/we are receiving and in consideration for receiving the grant by the Corporation of the Town of Caledon, I hereby shall indemnify and hold the Corporation of the Town of Caledon (including its officials, officers, directors, employees, agents, affiliates, volunteers and representatives) harmless against all liability arising out of or connected in any way with my participation, receipt and acceptance of the grant or use of the grant for snow removal services.
I/We understand that there are risks including, but not limited to, slippery conditions, slips, trips and falls, cold temperatures, ice, and walking hazards due to ground conditions which can lead to bodily injury and/or death. There is also a risk of damage to personal property.
I/We assume all risk for property damage and understand that no claim or payment for damaged or lost property will be accepted by the Town of Caledon.
It is understood that this activity involves an element of risk and danger or accidents and knowing those risks I/We hereby assume those risks. It is further agreed that this waiver, release, and assumption of risk is to be binding on my heirs and assigns. I/We agree to indemnify and to hold the Corporation of the Town of Caledon free and harmless from any illness, including but not limited to COVID-19 and related symptoms or side effects, loss, liability, damage, cost, or expense which they may incur as a result of my death or any injury or property damage that I/We may sustain while participating now or in the future.
I/We understand that hiring and maintaining a third party to provide snow removal services is my sole responsibility.
I/We understand that no insurance policy coverage is available. All claims shall be the sole responsibility of the property owner.
I/We understand that the Town of Caledon’s only participation in the Snow Removal Financial Assistance Program is to provide financial assistance.
I/We understand and agree that any or all grant funds received are for the sole purpose of hiring my own snow removal services. If some or all the grant funds are not used for this purpose, I/We will return any unused grant funds to the Town of Caledon immediately.
I/We have been given the opportunity to and have been encouraged to seek independent legal advice prior to signing this waiver.

* I/we understand and acknowledge that by agreeing to the Snow Removal Financial Assistance Program Waiver, I/we agree to participate in this financial grant program of my/our own free will and judgment.
